Luis E. Ocando is the Tax Partner of EY Panama, Central America & DR and Latam North region. He is also the Country Managing Partner of EY Panama office. Luis has more than 34 years of experience in both local and international taxation matters.

The quality of his professional practice led to his recognition by International Tax Review magazine, consecutively for the last seven years in Venezuela, as one of the top tax advisors of that country in international taxation matters. He has been legal and tax advisor for local and multinational companies.

Before joining EY, Luis was Director Partner for International Taxation for EY Venezuela from 2002 to 2007. Previously, he was Partner at another Big Four firm in Venezuela from 1996 to 2002.

He graduated from Universidad Santa María de Caracas with studies in Management and Finance from the Instituto de Estudios Superiores de Administración (IESA). Luis has been professor for bachelor courses, and has taken various update courses and seminars in the United States, Netherlands, Spain, Argentina and Venezuela. He is co-author of various articles for Tax Notes International, and a frequent collaborator of Tax Management, the Journal of International Taxation and International Tax Review.
